The Office of Investigations (OI) focuses its efforts on
identifying, investigating, and presenting Railroad Retirement Board
(RRB) benefit fraud cases for prosecution. OI conducts
investigations throughout the United States relating to:
- Fraudulent receipt of RRB disability, unemployment, sickness
and retirement/survivor benefits;
- Railroad Medicare fraud;
- Conspiracy to defraud RRB benefit programs;
- False reporting by railroad employers; and
- Criminal violations by agency personnel.
Investigative efforts can result in criminal convictions, civil
judgments and penalties, administrative recovery of program benefit
funds, and/or administrative sanctions.

wish to report or discuss any suspected misconduct relating to the
RRB, its programs, or employees, please contact the office of
Inspector General Fraud, Waste, and Abuse Hotline.
OI maintains two field offices, one in the agency's
headquarters in Chicago, IL and one in Philadelphia, PA.

Biography - William H. Tebbe
William Tebbe was appointed Assistant Inspector General for
Investigations in 1996. In this capacity, Mr. Tebbe has served on a
number of working groups and committees under the President’s
Council for Integrity and Efficiency (PCIE). In 2002 he received a
PCIE Award for Excellence recognizing his leadership and efforts in
developing a process to reconcile investigative statistical
accomplishment information for the federal Inspector General
community. (The Inspector General Reform Act of 2008 changed the
PCIE to the Council of Inspectors General on Integrity and
Efficiency (CIGIE)). Mr. Tebbe has over 35 years of federal law enforcement
experience and possesses a Bachelor’s degree in accounting.
