RRB Names Chief Financial Officer

The U.S. Railroad Retirement Board (RRB) has appointed Shawna R. Weekley as its Chief Financial Officer.

At the time of her appointment, Ms. Weekley was the RRB’s Deputy Chief Financial Officer, having served in that capacity since January 2017. Before then, she was with the U.S. Department of Energy (DOE) for 14 years in a series of increasingly responsible positions. Most recently, she had served as Director of Accounting and Finance for the DOE’s Office of Science in Chicago, based at Argonne National Laboratory, since April 2010.

Certain portions of a railroad retirement annuity are treated differently for federal income tax purposes. The following questions and answers explain these differences and address the importance of individuals establishing accurate tax withholding from their annuities. Certain annuitants, including those retiring at age 60 with at least 30 years of service, and some occupational disability annuitants, need to pay close attention to changes in tax withholding when they turn age 62.

Most railroad retirement annuities, like social security benefits, will increase in January 2026 based on a rise in the Consumer Price Index (CPI) from the third quarter of 2024 to the corresponding period of the current year.

Cost-of-living increases are calculated in both the tier I and tier II portions of a railroad retirement annuity. The tier I portion, like social security benefits, will increase by 2.8 percent, which is the percentage of the CPI rise.

The amounts of compensation subject to railroad retirement tier I and tier II payroll taxes will increase in 2026, while the tax rates on employers and employees will stay the same. In addition, unemployment insurance contribution rates paid by railroad employers will not include a surcharge, as ongoing improvement in the rail economy has maintained a healthy balance in the fund used to pay unemployment and sickness benefits.
