Please share this information with the appropriate members of your staff who provide payroll services for employees of your organization.

The purpose of this letter is to provide you with the information about the new enhanced on-line version of Form W-2 available through the Social Security Administration (SSA) website.  The new form allows employers covered under the Railroad Retirement Act (RRA) to display the amount of Medicare taxes withheld in the “Other” box (14) for their employees.

Payroll Tax Cut.-- The payroll tax reduction that had previously been scheduled to expire at the end of 2011 has been extended through February 29, 2012 .The Tax Relief Act provides a reduction of 2 percentage points in social security payroll taxes paid by employees. Railroad retirement benefits are divided into two tiers, with Tier I being equivalent to social security benefits.

Rail Employer Reporting Instructions (RERI)

 

Reporting instructions to employers are prepared and released periodically to representatives of employers covered under the Railroad Retirement and Railroad Unemployment Insurance Acts to assist them in their responsibilities under the Acts. This website version duplicates the material that was previously released in binder form.

The reporting instructions are maintained by the Compensation and Employer Service Center (CESC) of the RRB's Office of Programs - Policy and Systems. If you have any questions, contact CESC at (312) 751-4992.

Records for newly hired railroad employees are established from the annual reports of service and compensation. Thus, it is important that the social security numbers (SSN) and names under which the employees' service and compensation are reported, are correct.

Designating a NRO

Each employer must designate at least one person as an official Railroad Retirement Board (RRB) contact. The National Reporting Officer (NRO) serves as the point of contact for railroad retirement report matters on behalf of the grand lodge, local lodges, and system subordinate units of a rail labor employer.
